Commissioners
Four agencies share ownership in the Joint Water Commission (JWC) including the Cities of Hillsboro, Forest Grove, and Beaverton, and the Tualatin Valley Water District.
All of the agencies serve areas in Washington County and have varying water source supplies and levels of ownership in the Joint Water Commission.
Board of Commissioners
The Joint Water Commission (JWC) is run by a board of 12 Commissioners (three Commissioners from each member agency) who are appointed by their respective agencies to serve. The Commission meets four times per year to approve the budget, receive project updates, and make any major decisions regarding JWC operations.
Commission Committees
Four committees oversee day-to-day JWC operations.
- The Management Committee deliberates on policy matters and resource planning.
- The Operations Committee provides technical expertise for plant production, transmission, and storage.
- The Events and Education Committee oversee public participation, education, and outreach efforts in water science and conservation.
- The Finance/Budget Committee oversees finance and budget concerns.
City of Hillsboro Commissioners
John Godsey, Vice Chair of the Joint Water Commission
John Godsey, a former City of Hillsboro Councilman, has served on the Joint Water Commission and City of Hillsboro Utilities Commission since 2004. He served as Chair of the Utilities Commission from January 2011 to January 2023. He also represents the City on the Barney Reservoir Joint Ownership Commission and the Willamette Intake Facilities (WIF) Commission.
David Judah, Commissioner
David Judah was appointed to the Joint Water Commission in January 2011. He was appointed Chair of the Utilities Commission in January 2023. He also serves on the City of Hillsboro Utilities Commission and Budget Committee and represents the City on the Willamette Water Supply System Commission. Judah worked previously in management and sales for a Forest Grove high-tech company. He is proud of his life-long Hillsboro residency.
Jim Yent, Commissioner
Jim Yent is Hillsboro Water’s newest Commissioner, finishing former Commissioner Deborah Raber’s term. He was appointed to the Joint Water Commission in February 2025, serves on the City of Hillsboro Utilities Commission, and represents the City on the Regional Water Providers Consortium Board. Yent is a long-time Hillsboro resident and previously participated in Hillsboro’s Community Advisory Panel on Water Rates.
City of Forest Grove Commissioners
Peter Truax, Chair of the Joint Water Commission
Peter Truax, the former City of Forest Grove Mayor, joined the Joint Water Commission in 2016. He served in the U.S. Army and spent 28 years as a teacher and administrator in Forest Grove schools.
Rod Fuiten, Commissioner
Rod Fuiten, a former Forest Grove City Councilor, has represented Forest Grove as a Joint Water Commissioner since 1995. He is owner and president of Fuiten Plumbing and Heating Company in Forest Grove.
Angel Falconer, Commissioner
Angel Falconer, a current Forest Grove City Councilor, has represented Forest Grove as a Joint Water Commissioner since 2025. She is a litigation and paralegal manager for a local law firm.
City of Beaverton Commissioners
Kevin Teater, Vice-Chair of the Joint Water Commission
Kevin Teater was appointed by Beaverton to the Joint Water Commission in 2023. He was the Executive Director of the Beaverton Downtown Association and a Beaverton Planning Commissioner to the City Council.
Allison Tivnon, Commissioner
Allison Tivnon was newly elected to the Beaverton City Council. She has 15 years of experience in marketing and business development and civic and philanthropic development.
Ashley Hartmeier-Prigg, Commissioner
Ashley Hartmeier-Prigg (she/her) was sworn into the Beaverton City Council in late 2021, and re-elected in 2022. She holds a bachelor’s degree in political science from the University of Portland and a doctor of jurisprudence from Willamette University College of Law.
Tualatin Valley Water District (TVWD)
Todd Sanders, Vice Chair of the Joint Water Commission Board
Todd Sanders was appointed to the TVWD Board on July 18, 2018, to fill a vacancy and elected in May 2019. Sanders has served on the Joint Water Commission since 2021. Sanders served on the TVWD Budget Committee for 12 years. He teaches water supply and treatment courses at Portland Community College.
Elliot Lisac, Commissioner
Elliot Lisac has served on the TVWD Board since September 2022. Lisac has served on the Joint Water Commissioner since 2023. He worked for Portland Water Bureau, Deloitte, and Nike prior to taking on full time parenting of three children.
Jim Doane, Commissioner
Jim Doane has served on the Tualatin Valley Water District (TVWD) Board since January 21, 1998. Doane began serving on the Joint Water Commission in 1999. He worked in both the public and private sectors and was the Portland Water Bureau’s Chief Engineer.
JWC General Manager
Niki Iverson, General Manager for the JWC
Niki Iverson, Hillsboro Water Department Director, also serves as General Manager for the Joint Water Commission (JWC) and the Barney Reservoir Joint Ownership Commission (BRJOC). Hillsboro has served as managing agency for the JWC and BRJOC since the inception of both Commissions and provides management and staff for all operations.
