Joint Water Commission Receives $8.9 Million Grant for Disinfection Retrofit Mitigation Project

The Joint Water Commission (JWC) recently received a Hazard Mitigation Program Grant from FEMA for a replacement disinfection facility. The current project budget is $8.9 million, with the grant covering 90% of expected costs.

Grant funds will be used to relocate and replace the existing disinfection facility. The current chlorine storage and feed area is located on the ground floor of the Water Treatment Plant (WTP) operations building, which was constructed in 1974 prior to seismic design standards fit for the risk of earthquakes in the region.

This project will transition the JWC to a safer disinfection system, housed in a 4,680 square foot, seismically resilient structure at the current JWC WTP site.

In addition to this grant, a pending application for a Seismically Resilient Water Treatment Plant Chemical Building has been selected as a Community Project for 2025, with Congresswoman Bonamici submitting a funding request for $2,800,000 for an addition to the disinfection facility. Funding would be used for engineering, permitting, planning and required studies for a seismically reinforced building foundation.
